Second American Civil War

The American Communist Party regards that events transpiring in California anticipate the coming constitutional crisis of the United States of America and the second American Civil War. On the one hand, there has emerged the unconstitutional expansion and creation of federal agencies like ICE, empowered by an electoral mandate. On the other hand lies a clear rupture at the level of government between federal and state levels and widespread opposition to the electoral mandate in regions with significantly large immigrant populations like Southern California. Mexican immigrants in Southern California, further, have deep historical ties to the land which predates the acquisition of California by the United States. They have long become normal, natural components of society in Southern California — a social embededness which goes far deeper than the formalism of documents, titles of citizenship, etc. Under the current form of the United States, such nuances between different regions cannot be recognized due to the rigid and inflexible bureaucratic formalism of federal and state governments, which are by their nature blind to civilizational and historical considerations — and thus destined to recklessly provoke civil disharmony within society. Due to historical and civilizational considerations the Party regards the Mexican people living in Southern California as part of the American people, regardless of their formal citizenship status. Simultaneously, it also recognizes how the Democratic Party is attempting to employ these protestors as their political pawns, attempting to depose the Trump administration due to its foreign policy orientation. The Party regards the conflict as unsolvable under the current system, and believes it will only accelerate. The protests and correspondingly clashing responses by federal and state governments have revealed a deep fracture within the United States, by no means confined to the L.A. protests. Governor Newsom recently expressed the viewpoint that California should consider withholding taxes to the federal government — in response to Trump’s proposed cuts to government spending in California. Governor Newsom has further voiced his opposition to the federal government intervention in California — revealing a deep and unprecedented disunity in the form of US governance. Such conflicts reveal how political polarization across the nation is now beginning to acquire formal significance in constitutional, legal, and political conflicts between federal and state governments — confirming the view long held by the American Communist Party that a second American Civil War is brewing, which will accompany the constitutional breakdown of the United States of America as we know it. The American Communist Party regards the real roots of the conflict to lie in the systemic dysfunction of the United States itself and incompatibility of the rapacious, imperialist appetites of the monopoly capitalist class with the popular sovereignty of the American people. The contradictions of imperialist hegemony — a hegemony that has taken hold both among Democratic state governors and the administration — can no longer be sustained or disguised by our Republic. Not since the first civil war have the American people been as divided as they are now. Only the American Communist Party is guided by the necessary foresight and principles to reunify and reconstitute the American nation on the basis of popular sovereignty.
